The ICA Commissions on Ubiquitous Mapping and Maps and the Internet
announce a workshop in Tokyo at the beginning of September 2004.
The workshop is sponsored by the Commission on Ubiquitous Mapping,
the Commission on Maps and the Internet,
the Center for Spatial Information Science (CSIS) of University of
Tokyo, the Geographic Information Systems Association and the Japan
Cartographers Association. The ICA Commissions were formed in 1999
and 2003 respectively in response to the rapid growth in the use
of electronic networks to distribute maps and spatial data, and
rapid diffusion of new mobile devices. The purpose of the workshop
is to bring together international specialists in the field of
Mobile mapping, Location based Services and Internet mapping, and
to disseminate information to a broader audience on new
developments and major areas of research.

<General Information>
The Workshop will focus on a variety of issues related to the
distribution and utilization of maps and location based information
through mobile devices and the Internet. Working papers should
address the terms of reference of the commissions:
[ICA Commission on Ubiquitous Mapping]
This new commission deals with a "well-mapped society" where maps
will be available anywhere and anytime. Today, the number of way
maps and geo-spatial information are likely to be employed is very
large and diverse. As the individual gains the ability to access
relevant spatial information on demand, human behavior will be
influenced in interesting ways. The commission concentrates more
on theoretical than practical issues. Its terms of reference are:
1. To organize regional workshop including site observation to
comprehend the contemporary situation of mobile, car-navigation
and location based mapping
2. To clarify the similarity and difference in comparing variant
systems to establish an evaluation scheme
3. To place the notion of Ubiquitous Mapping in domain of
Theoretical Cartography

The Internet has increased the distribution of maps and re-defined
how maps are used. This commission explores the potential of the
Internet to improve the quality of maps as a form of communication.
1. Focus attention on disseminating maps and spatial data through
distributed electronic networks. Product: Journal articles and
web pages.
2. Examine Internet map usage and project future areas of growth.
3. Examine web map user issues to better serve user needs.
4. Promote the exchange of information about effective Internet
mapping for an international audience.
5. Improve user access to maps by examining the potential of
Internet map metadata.
6. Promote instruction on Internet mapping through collaboration
/ coordination with other ICA commissions
In conjunction with the working papers, the workshop will also
feature live demonstrations.

- practitioners from mapping organizations as well as software
industry representatives who wish to contribute their experience
with commercial Internet mapping software and explore new
concepts and opportunities for software development;
- students of cartography who wish to have a better understanding
of the major areas of research related to the distribution of
maps through the Internet.
The participation of young researchers is particularly encouraged.

The campus is located near Shibuya, 20 minutes from Tokyo Central
Station by train. Tokyo is the capital of Japan and one of the
largest economic centers of eastern part of Asia. You can find

<Cost>
A workshop participation fee will be charged by the organizers
- $200 for attendees, $100 for students. This includes a technical
tour. There are many good hotels near the university. The price
of a room is from $70 a night for a single to $100 for a twin room.
<Resulting Publication>
Working papers will appear on the commission's home page at
<http://ubimap.net/workshop2004/>. Participants are encouraged
to submit final papers to scientific journals and, depending
on the number of submissions, an edited volume of papers may
be published in book form.
<Call for Abstracts>
Participants will be selected from responses to this Call for
Participation. If you wish to participate in the workshop,
please submit a 300 - 1000 words abstract BY 30 APRIL 2004
to <morita(a)k.hosei.ac.jp>. The abstracts should be no longer
than 1000 words in length and indicate whether you plan to
submit a working paper and/or present a live demonstration.
Include title, complete address information for all authors,
e-mail address and abstract within an e-mail message.
Notification of acceptance will be sent out by 31 MAY 2004.
The selected participants will then also receive more
detailed information on the particulars of the workshop
and local arrangements (accommodation, etc.).

Data Engineering deals with the use of engineering techniques and
methodologies in the design, development and assessment of information
systems for different computing platforms and application environments.
The ICDE 2005 International Conference on Data Engineering provides a
premier forum for:
- sharing research solutions to problems of today's information society
- exposing practicing engineers to evolving research, tools, and
practices, and providing them with an early opportunity to evaluate
these
- raising awareness in the research community the problems of practical
data engineering applications
- promoting the exchange of data engineering technologies and
experience among researchers and practicing engineers
- identifying new issues and directions for future research and
development work.

The conference will be held in Tokyo, the capital city of Japan. Tokyo
is also the most populous metropolitan area in the world. From its
establishment in 1603 to the end of the 19th century, Tokyo prospered
as a castle town called Edo. Tokyo still remains as an exciting and
attractive city that is constantly developing. Yet despite its complex
urban landscape and impressive architecture, this city abounds with
parks and gardens. Particularly in the Spring season, blooming cherry
blossoms will welcome you to Tokyo. Well-known sites close to Tokyo
include the Great Buddha statue at Kamakura and the scenic Mt. Fuji.

All accepted papers will appear in the Proceedings published by the
IEEE Computer Society.
An award will be given to the best paper.

Demonstration proposals should focus on new technology, advances in
applied databases, or new techniques. Demonstration proposals must
be no more than four double-column pages, and should give a brief
description of the demonstrated system, explain what is going to be
demonstrated, and state the significance of the contribution to
database technology, applications, or techniques. Proposals should be
submitted electronically by July 1, 2004 to the Demo Chair, Ling Liu

Workshops
---------
We invite proposals for workshops to be held in conjunction with ICDE
2005. We solicit proposals for workshops related to the conference
topics. Proposals for workshops should stress how they intend to
provide more insight into the proposed topics with respect to the main
conference. The scope definition of the proposal should encompass only
some of the topics of the main conference.
Workshop proposals should be submitted to the workshop chair,
Masatoshi Yoshikawa (yosikawa(a)itc.nagoya-u.ac.jp) with the title, a
description of the topic, and the names of key organizers such as
program chair(s), by July 1, 2004. Prior contact with the workshop
chair is encouraged.
The organizer(s) of approved workshops will be responsible for
advertising their workshop, and for the reviewing process for their
workshop's papers, and for the collection of camera-ready copies of
accepted papers.

NTCIR-4 2004 Meeting: Open Submission Session
Evaluation of Information Access Technologies:
Information Retrieval, Question Answering and Summarization

The NTCIR-4 Workshop hosts an open submission session. Paper submissions
are invited from anybody who are interested in the investigation of the
information access technologies and the evaluation methodologies.
Submissions from non-NTCIR task participants are welcome.
NTCIR is a series of evaluation workshops designed to enhance the
research in information access technologies such as information
retrieval, question answering, text summarization, text mining, etc., by
providing infrastructure of evaluation and testing including large-scale
reusable test collections, a forum of researchers, investigation of
evaluation methodologies and metrics. The workshop is held once per one
and half years, i.e. about 18-month interval. The NTCIR-4 selected five
areas of research as "tasks"; cross-lingual information retrieval
(CLIR), patent retrieval, question answering, text summarization, and
Web retrieval.
NTCIR Workshop has started in late 1998 with emphasis on Japanese and
English, then gradually enlarged the scope to East Asian languages, i.e.
Chinese and Korea, and English documents published in East Asia, and has
attracted international participation not only from Asia but also from
North America, Europe, and Oceania.
This year's meeting will include a special emphasis on bringing together
researchers in natural language processing, information retrieval, and
other language processing technologies for information access, so that
we will be able to work together towards moving this interdisciplinary
research area of information access.
NTCIR-4 Workshop Meeting will held from Wednesday June 2 to Friday June
4. It includes an overview of the NTCIR-4, overview of each of the five
above mentioned tasks and selected full system papers from each task,
digital posters (poster with demo, or ordinary poster) by every active
task participant, and full and short papers in the open submission session.
As for the open submission session, the organizers especially encourages
submissions that discuss combinations of different information access
technologies (ex., question answering and summarization; video, speech
and information retrieval, etc.), evaluation methodologies and metrics,
and any attempt to exploit the information access and evaluation on
extremely large-scale unstructured dynamic document collection such as WEB.

SUBMISSION INFORMATION
Requirements: Submissions must describe original, completed,
unpublished work, and include concrete evaluation results.
Multiple submission: Papers that have been or will be submitted to other
meetings, publications, oral presentation as an NTCIR active task
participant must report the information about multiple submission. If
the paper is accepted by other conference/session/publication, the
authors must advice this to the program chairs and choose which occasion
the work will be presented by May 15, 2004.
Format: The submission must be electronic PDF format. For extended
abstract, any format no longer than three pages in A4-sized paper
including tables/figures and references. For the full paper, submissions
should follow the instruction of NTCIR Working Notes guideline:
two-column and no longer than eight pages including tables/figures and
references.
A PDF file of the paper/abstract and a separate sheet for the
information about the paper should be sent to
ntc-submit(a)nii.ac.jp as attachment of an email.
The separate sheet will include:

Author(s)' names, affiliations, and email addresses
Contact author, contact information
Number of pages:
A short list of keywords
Abstract (no more than 500 words)
Information for multiple submission: whether the paper is under

The submissions may be accepted for oral presentation or for
presentation in a digital poster session. The accepted papers will be
included in the online working notes and printed/online formal
proceedings which will be published after the meeting.

Sciences, where the National Institute of Informatics is situated. It is
central part of Tokyo and just across the street from the Royal Palace.

DASFAA 2004 Japan Area Chairの増永良文＠お茶大です．DASFAAの報告をいたします
：
（１）DASFAA 2004
去る３月１７日〜１９日に韓国の済州島（Jeju Island）で開催されたDASFAA 2004は
盛会でした！
参加者１８４人，その内，海外から９０名，その内，日本からは１８名で，一番多
く，おかげさまでArea Chairとしての面目を保たせていただきました．論文投稿総数
は２７３でこれまでの最多記録で，regular papaer 60, short paper 19が採択発表
されました．我が国からはregular 7, short 1です．一番多いのは，韓国で，
regular 12, short 6です．２位はSingaporeで，regular 10, short 4, ３位は中国
で，regular 9, short 1で，計１０ですが，香港勢は，１０篇のうち７編は香港の
paperだぞ，と言っていました．４位が日本でした．５位は米国．
Lunch, dinnerともに「飯」は大変よく，General ChairのKAISTのProf. Kyu-Young
Whangはそれに一番お金をかけたと言っていたぐらいです．韓国のハワイといわれる
済州島は穏やかな気候で，とてもいい会議でした．
ProceedingsはSpringer LNCS 2973 "Database Systems for Advanced Applications"
(YoonJoon Lee, and the others (Eds.))で入手可能です．
（２）DASFAA 2005
DASFAA Steering Committeeで審議した結果，来年北京で開催するDASFAA 2005の日程
が４月１８日（月）〜２０日（水）と決まりました．我が国で開催されるICDE 2005
は東京で４月５日（水）〜８日（金）ですので，１週間空いた，その後の週になりま
す．
