GENERAL INFORMATION
The Second International Conference on Knowledge Economy
and Development of Science and Technology (KEST 2004) will be
held in Beijing, China, on September 17 through 20, 2004.
The conference brings together researchers from academy and
industry, software developers, policy-makers, and businessmen,
offering them invaluable occasions of meetings to exchange research
achievements and share thoughts related to the upcoming Knowledge
Society and Economy. The conference consists of the following five
parallel tracks.

PAPER SUBMISSION
Submissions of substantial, original and previously unpublished
work are invited in all areas related to the themes of the five tracks.
The strongly preferred submission method for papers is to use the
conference management tool Paperdyne. Only PDF and MS Word files will
be accepted. If electronic submission is not possible for the authors,
hard copy submissions may also be made. Each hard copy submission should
contain four copies of the paper and should be sent by postal mail to
one of the KEST04 Program Committee Co-chairs.
Papers must be written in English. Submissions must not exceed 8
pages for regular papers or 4 pages for short papers. Each paper should
be accompanied by a title page, including the title of the paper, and
author's information (including names, affiliations, postal addresses
and E-mail addresses), an abstract of less than 200 words, 3-5 keywords,
and the title of the track. The length of the final camera-ready papers
will be limited to 8 pages for regular papers or 4 pages for short papers.
We strongly suggest that you prepare your manuscript in the style required
by Tsinghua University Press (See http://www.paperdyne.de/kest04.html)
POLICY OF MULTIPLE SUBMISSIONS
KEST04 will not accept any paper which at the time of submission is
under review for, or has already been formally published or accepted for
publication in a journal, book or another conference. Authors should not
submit their papers elsewhere during the review period. These policies
only apply to journals, books and conferences and not to informal meetings
with limited audiences.
REVIEW AND PUBLICATION
All papers will be reviewed by the KEST 2004 Program Committee for
significance, originality, accuracy, and clarity. Papers accepted for
presentation will appear in the conference proceedings co-published by
Springer Press and Tsinghua University Press, which will be available to
delegates at the conference site. At least one author of each paper must
register for the conference with payment to make the paper included in
the conference program and proceedings.
Best papers will be selected by the Advisory Committee and Program
Committee, and the authors are invited to extend their papers for an
international journal.

Web and Wireless Geographical Information Systems

The recent advances on the developments of Wireless and Internet
technologies have generated increasing interest in the diffusion and
processing of geo-referenced data. Wireless and Internet devices also
offer new ways of accessing and analyzing geo-spatial information.
Consequently, new challenges and opportunities have been provided to the
GIS research community.
This one-day workshop is intended to provide an up-to-date review of
advances on recent development of Web and Wireless Geographical
Information Systems (W2GIS). This workshop follows the successful 2001,
2002, 2003 editions, held in Kyoto, Singapore and Rome, respectively. We
invite submissions that address both theoretical and technical issues of
W2GIS. Reports on implementations are particularly welcome. Suggested
topics include, but are not limited to as long as they address issues
related to W2GIS:

W2GIS 2004 workshop will be held in conjunction with WISE 2004.The W2GIS
workshop papers will be published by a well-Known editor. Now we are
promoting the publication by Springer in its LNCS series. Authors of
best/some selected papers will be invited to submit an extended version
of their papers for inclusion in World Wide Web Journal or International
Journal of Web Emerging Technology

1st Workshop on Conceptual Modeling for Geographic Information
Systems (CoMoGIS2004)
In Conjunction with ER2004, November 8-12, 2004, Shanghai, China
Purposes and Scopes
The recent advances in remote sensing and GPS technologies have increased
the production and collection of geo-referenced data, thus requiring the rapid
development and the wide deployment of various geographic information
systems. With the popularity of World Wide Web and the diversity of GISs
on the Internet, geographic information can now be available via personal
devices anytime and anywhere. Nowadays GIS is emerging as a common
information infrastructure, which penetrates into more and more aspects of
our society, and converges with most areas in the IT scenario, such as office
automation, workflow, digital libraries, Web searching, virtual reality, etc.
This has given rise to new challenges related to the development of conceptual
models for GIS. Recently several new approaches have been applied in the
development of geo-spatial systems to accommodate new users requirements.
The proposed workshop on Conceptual modeling for GIS is intended to bring
together researchers, developers, users, and practitioners carrying
out research
and development in geographic information systems and conceptual modeling,
and fostering interdisciplinary discussions in all aspects of these
two fields.
The workshop will provide a forum for original research contributions and
practical experiences of conceptual modeling for GIS and will
highlight future
trends in this area.
Therefore we will invite submissions that address theoretical, technical and
practical issues of conceptual modelling for GIS. Suggested topics include,
but are not limited to (as long as they are related to conceptual
modelling in GIS):

Submission guidelines
Authors should submit original manuscripts via email to Dr. Jihong Guan
(jhguan(a)wtusm.edu.cn) as PostScript or PDF files by 1 June 2004.
Papers may not exceed 5000 words. Use at least an 11-point font and
no more than 20 double-spaced pages. Accepted papers will be included
in the Proceedings of ER2004 Workshops, which will be published by
Springer-Verlag in the LNCS series and distributed during the workshop.
