IEEE International Conference on Communications (IEEE ICC 2014) The Centrepoint of Digital Economy 16 - 20 June 2014, Sydney, Australia Cognitive Radio and Networks Symposium (CRN) The 2014 IEEE International Conference on Communications (ICC) will be held in the beautiful city of Sydney, Australia between 16 and 20 June 2014. The theme of this flagship conference of IEEE Communications Society for 2014 is �Communications: The Centrepoint of Digital Economy.� The conference will feature a comprehensive technical program including twelve Symposia and a number of Tutorials and Workshops. IEEE ICC 2014 will also include an attractive expo program including keynote speakers, and Industry Forum & Exhibitions (IF&E). We invite you to submit your original technical papers, industry forum, workshop, and tutorial proposals to this event. Scope and Topics of Interest: The Cognitive Radio and Networks (CRN) Symposium will focus on the emerging cognitive radio communications and networking technologies, which aim at mitigating the spectrum underutilization problem in wireless accessing networks, improving the interoperability and coexistence among different wireless/wired & mobile communications systems, and making the future generation radio devices/systems autonomous and self-reconfigurable. The goal of this symposium is to bring together and disseminate the state-of-the-art research contributions that address the various aspects of analysis, optimization, design, implementation, and application of cognitive radio communications and networking technologies. Also, water systems in general are of vital importance to life on Earth and commerce. For these reasons, there is significant interest in monitoring aquatic environments for scientific, environmental, commercial, safety, and military purposes. WUWNet is the premier venue for research and development bringing real-time, in-situ sensing and actuation to this aquatic world. The goal of this conference is to bring together researchers and practitioners in areas relevant to underwater networks and systems. Thus, many aspects of the networking protocol stack - from the physical layer to the application layer and the various system issues - will be represented at this conference. The objective is to serve as a forum for presenting state-of-the-art research and development, for exchanging ideas and experiences, and for facilitating interactions and collaborations. The conference will span three days, including presentations of keynote speeches, plenary talks, technical papers, and posters/demos. The scope of the WUWNet conference covers a broad range of research directions relevant to underwater networks and network-related signal processing, communications, systems, and applications. All papers will be reviewed by the program committee for novelty and contribution. The workshop accepts full and short papers. Short papers may represent less mature work than full papers, or may contain new ideas for future research. Full papers should be more complete in their treatment of the topic. Paper submission will be handled electronically. Authors should prepare a PDF version of their papers. The page limit for full papers is 8 pages, and that for short papers is 5 pages in standard ACM conference format. They can be used to perceive the network conditions, or the user behavior, in order to dynamically plan, adapt, decide, take the appropriate actions, and learn from the consequences of their actions. The algorithms can make use of the information gathered from the protocol in order to sense the environment, plan actions according to the input, take consciousness of what is happening in the environment, and take the appropriate decisions using a reasoning engine. Goals such as decide which scenario fits best its end-to-end purpose, or environment prediction, can be achieved with smart protocols and algorithms. In this workshop, researchers are encouraged to submit papers focused on the design, development, analysis or optimization of smart sensor protocols or algorithms at any communication layer.
